She has mixed feelings for this country. She respects him. Likes his work ethic and everything he has done to help people and organize things that Shibusen should be doing. China trusts him, so she's willing to as well.

At the same time, Amestris is the equivalent of Germany so in a sense she is his citizen, something she isn't very comfortable with, because the relationship between country and citizen seems too parental for her liking.
